when it says..."He who has it, doesn't tell it"....do they mean he doesn't tell people that he has it?.....or is it like with cards a "tell" meaning that people cant tell he has it by looking at him? _________________

Yeah, neither of you have it, H2F's answer makes the most sense.
Looking back on the riddle, I think its a little too vague.
I have another one, but otherwise H2F gets it.
